[Handle-info] Replication & Handle Administration



I am confused about the meaning of handle administration in section 7 "Replication" in the Handle_Technical_Manual.pdf document.

From the Manual.
7 Replication
The handle server allows for automatic replication of handles to one or more mirror servers. These mirror servers can be used to provide redundancy for resolution or simply as backup for disaster recovery. In sites with multiple servers, handles are distributed evenly across the site. It should be noted that mirror servers cannot be used for handle administration.
When servers are in the same site, the handles for that service are distributed evenly across the site. Mirrors should be able to replicate from either the primary or existing mirrors.


An now some Questions:

Is a mirror server only to be used as a redundant resolver?

What does the statement "In sites with multiple servers, handles are distributed evenly across the site. It should be noted that mirror servers cannot be used for handle administration." mean?  Can a mirrored handle server be used to add modify and delete handles an if not then how is it considered a backup for disaster recovery?

In a test I conducted, I added a handle to my secondary server and shortly after doing so the primary server also has the new handle.  To me it appears that a secondary or mirrored server can be used for handle administration.  Am I wrong in thinking this?, what am I missing?
