I think I have a question along the same lines as this.

How do people assign/manage handles for different departments within on 
organization.

Assuming that I wish to create a sub whatever for each department

my prefix is 12345
my departments are dept1, dept2, dept3 ... and so on.

so some handles for a one resource in each department might be ...

12345/dept1/ResourceID1, 12345/dept1/ResourceID2, 12345/dept2/ResourceID,
12345/dept3/ResourceID1, 12345/dept3/ResourceID2, 12345/dept3/ResourceID3

My question is ... how (if it can be done) do I limit who can manage 
(add, modify or delete) handles within these departments?
