The permission for handle creation is given at the prefix level. So for the handle examples you have below there would not be a away to manage handle creations between your departments because there is only one prefix.
Permission to modify and delete a handle is given in the handle itself.


To solve the problem you would want several derived prefixes:
12345.dept1
12345.dept1.ResourceID1,
12345/dept1.ResourceID2,
12345/dept2
12345/dept2/ResourceID,
etc.
