[Handle-info] ASCII to upper case phenomena



Hi,

are there some implicit conventions regarding handle encoding?

By default, handles are case sensitive. However, any handle service,
including the global service, may define its namespace such that all
ASCII characters within any handle are case insensitive.

1. Observation:
using DBTool one can insert handles like:
pfx/mitü (ü)
pfx/lower

2. Using standard client procedure
creating this handles results in
pfx/MITü (ü)
pfx/LOWER

2.1. Resolution by proxy is not affected
pfx/LOWER and pfx/lower is resolved

2.2. DBTool can't find Handles for pfx/lower

Why ASCII are "normalized" other letters not, probably there would be 
no meaning for a lot of letters?
Does this normalization for ASCIIs really makes sense except 
they are thought as being hex numbers?

Please, could somebody  provide some further explanations?
