Hello,

To my knowledge, the <reference> field has never been used. It was originally intended as a place to put a reference to a hash or digital signature for the resource referred to in that handle value. It could still be used for that purpose, but I don't know of anyone who currently does, or if they did what specific type of credential they would use.
