The removal was intentional, but the failure to fix the documentation was not.

After installing Handle.Net software 9.3.0 the hdl-testtool is not working. The handle-9.3.0.jar simply doesn’t contain the classes needed:

The same error occurs for 9.2.0. This is not documented in the release notes, so I guess it is unintentional?
