[Handle-info] Is there any way to add a redirect to the handleserver offline?

Hi all,

This is Masaharu Hayashi from NII.
I'm planning to replace repository service and I met a issue about CNRI
handle server replacement.

Is there any way to add a redirect to the handleserver offline?

I need to change the redirect URL of the handle in advance to the new
URL to reduce the downtime of the handle server.
I thought to start the replacement handle server offline and add new
records in advance. However, I fail to add records to the offline
handleserver.

Please let me know if you have any good ideas.
Is there no choice but to analyze the database and migrate beforehand?
