Thank you Stuart for your quick response.

I have just confirmed that handle clients, including the proxy, are  
not able to contact the server responsible for prefix 2197 on UDP port  
2641.

The solution is to either open port 2641 to UDP messages or to remove  
the UDP interface from your server's siteinfo so that the UDP  
interface is not advertised to clients.
