[Handle-info] Testing an Independant Handle service

The Colorado Alliance of Research Libraries is in the process of creating a FEDORA based digital object repository for its members.  As part of this project, we would like to include the Handle service in conjunction with some open source software developed by VTLS to create persistent identifiers for the objects ingested into the repository.

We have installed the Handle service and configured it to work as an Independent Handle Service and received a "test" prefix from CNRI for use on our development box.  I am able to create a Handle using the Admin tool (we haven't installed/configured the VTLS software as of yet) and can resolve the newly created Handle via the same admin tool.  However, I would like to have a way to show my boss and other interested parties how the system works "for real".

To that end I downloaded the Handle URI Resolver plug-in from CNRI's website.  The documentation, both on the web and in the readme file, seems to indicate that the Resolver can be configured to use an Independent Server instead of the Global Handle Registry.  Opening the configuration utility I see a field for Service Information that points to:

C:\PROGRA~1\CNRI\HANDLE\hdl_hash.tbl

I assume this is the file that tells the resolver where to look for the Handle information.

The problem is, this file (hdl_hash.tbl) is not human readable.  Does anyone know how to configure the resolver to point to my Independent Server and not the Global Registry?

Alternately, is there another way to resolve the Handles from an Independent Server in a browser without using the global registry?
