A quick and dirty solution would be something like:

INSERT INTO nas VALUES ( '0.NA/YOURPREFIX' );

There also is some way which uses one of the apps in the Handle System
jar files to do the same. One example would be using the admin tool
net.handle.apps.gui.hadmin.HandleTool ...
