bootstrap_handles provide information about the GHR.  That information is reflected in the handle records for 0.NA/0.NA, 0.0/0.0 and other handles, but the Handle software needs that information before it can resolve any handles.

0.NA/0.NA contains HS_SITE information for a number of servers that provide services for the GHR.  This includes some legacy servers that were part of the the pre-DONA 0.NA/0.NA.  This is especially needed for legacy clients.  New clients can follow the multiple HS_SERV values in 0.NA/0.NA to find the site information of various MPAs.
