[Handle-info] Handle.Net Software v9.1.0 Performance Testing

CNRI recently released Handle.Net software v9.1.0, which includes improvements related to admin operation performance. We have conducted tests on certain typical handle server installations in order to determine possible server throughput for resolutions and creations.  We have now released a description of our testing methodology and results, together with testing software that could be used by others either to replicate our results or to test other possible handle server configurations.
