Re: [Handle-info] something about HS_CERT



The MPAs use the HS_CERT values to indicate that one entity (corresponding to a public/private keypair) grants some permission to another entity (another public/private keypair) concerning which handles on the GHR the second entity is authorized to sign.

So for example DONA authorized the MPA with credential 0.CR/20 to sign all derived prefixes under 20.
