HS_SERV and HS_SITE are used to indicate the site information for accessing handles under a prefix.  For instance the handle record for 0.NA/20.500.123 contains an HS_SERV value of 0.NA/20.SERV, which indicates that in order to access handles like 20.500.123/abc, the client should access the sites in the handle record of 0.NA/20.SERV.

HS_SERV.PREFIX and HS_SITE.PREFIX are used to indicate site information for derived prefixes.  For instance the handle record for 0.NA/20.500 contains an HS_SERV.PREFIX value of 0.NA/20.SERV.  This is used by GHR servers so that they know to refer to the HS_SITE.PREFIX values of 0.NA/20.SERV when responding to client requests for derived prefix handles like 0.NA/20.500.123, which are not accessible at the GHR itself.
