[Handle-info] R: Release of Handle.Net v9

Hi Robert,
I've upgraded all our instances (medra and op) to HN_v9.0.
I've done some tests and it seems working good.
Let me know if you detect some "strange behaviour" from our instances.

A new version of the Handle.Net software, referred to as HN_v9.0, is now available for download at http://handle.net/download_hnr.html . Version 9.0 includes improvements, features and tools that were unavailable in previous versions of the software, as described in the Release Notes at http://handle.net/HN_v9.0.0_ReleaseNotes.pdf .  Of particular note is a significant improvement in performance when Java 9 or later is used to run the software. Older versions of the HN software will continue to work, but users relying on those versions are encouraged to upgrade to HN_v9.0 to take advantage of the latest set of improvements.
