The existing record actually has its URL at index 1, not 3.  MODIFY will only modify existing values.  So change the "3 URL ..." to a "1 URL ...".

I’ve looked at both the v7 & v8.1 Tech manuals but not sure if my English is letting me down.

 

Would you be able to advise on where I’m making my mistake?
