The DoCheckpoint command should determine the admin port automatically.  It looks like this was a bug in that version of the handle code, fixed sometime in 2009.  You can download the latest handle distribution from handle.net.  If you do not wish to upgrade your server, you can just use the new handle distribution to run the hdl-docheckpoint script.
