[Handle-info] Version 7.2.1 of the Handle System software

CNRI announces a maintenance release version 7.2.1 of the Handle System software.  This release includes the following fixes since last month's HSv7.2 release:

(1) Fixes issue with decryption of keys when starting newly-created servers.
(2) Fixes issue where certain handle values which should be cached would be resolved again every time.
(3) Ensures that hdl-setup-server script recreates siteinfo.bin if it existed previously.

Existing servers are likely to be little affected by these issues, but the key decryption bug effectively prevented the startup of several servers which were generated with new keys.  (If the keys were not encrypted on disk, server startup was not affected.)

The resolver caching issue is unlikely to affect servers, but might impact the performance of certain kinds of clients performing many handle operations.
