IMHO, in many cases the template will just say
"cut the part after @ and put it at the end of
the URL after a # sign", which effectively means
that @ is quite similar to the # of the client
in a way :-). Example use of such a template:
http://hdl.handle.net/12345/1@t=60,100 redirects
to URL http://www.example.org/video.ogv#t=60,100
Of course the full templates allow more fancy URL
transformations, but many users may not need much
more than a way to transport a fragment ID from
the Handle domain into the URL domain... :-).
